Back a week ago I was able to have my menu item in accent color or outlined. Now it's not available anymore... I've updated my theme to the last version but the option seems to have disappear...
2. I'm not sure what you are mentioning here, the Accent Colors and more can be found in the Theme Options at Salient > Accent Colors, you can do modifications at Salient > Header Navigation and change the header color scheme.
Maybe I have misunderstood, the Appearance > Menus section didn't change for me.
I'm actually talking about the option in the menu to have a page outlined in the menu or filled with the accent color (I've attached an example). The options disappeared for me and my menu items that were outlined and blue are now back to normal...
The setting for what happens to the menu items is at salient \ header navigation - animation effects - Header Link Hover/Active Effect.
There are two options on it i.e. color change which is the default and animated underline. From your description of what you want it sounds like it was on the default color change so we changed it to that and not the menu items are highlighted in accent color.
Sorry to jump in on this but I think I can add value to this conversation. I am also having the same issue and it looks like your misunderstanding the question. To rephrase, since the latest Salient update, the option to add a call to action button in the main navigation has disappeared. In his screenshot he is referring to the "buy now" and what it used to look like as a button, now no longer can be made a button.
More information on that buy button, what you could do is add a custom link to the menu. Then enable CSS classes under the screen options on the top right of that menu edit page under.
Then did the custom link menu item you added to the menu and add "button_solid_color" to the CSS classes option. Save and view the site. There should be a similar button.

1. Well you can always use a # in a link, it'll function as a normal link but it won't redirect you anywhere.
As for user access I believe you can work WordPress around that or even use a plugin to help. Example: https://wordpress.org/plugins/user-access-manager/

About a outline \ border color CSS, the theme does not have one ready to use and you will need to use your own custom css for this.
