We have several videos running as backgrounds on a few Sailent websites. We always make the OGV, WebM and MP4 video files and enter them into the visual composer row settings, and it works fine, however the Webm format is such low quality that we decided to switch the MP4 and Webm file orders to make the mp4 load first. It worked great for Firefox and Chrome, but Safari did not work. We had to switch them back to get it to work, but now Chrome and Firefox is loading the WebM file first, and the quality is crap. Is there anyway to make the MP4 load first, and still work on Safari?
Yes all that was set up properly. Youtube is too slow and inconsistent. Anyway to get the WebM to load after the mp4 and still have this work on safari?
No i am afraid we dont have any such code snippet available yet. Also this hasnt been reported earlier so you might need to use a CDN service and serve the video from there.

Did you try the online convertors mentioned in here Troubleshooting Video Backgrounds ? .
I am not sure if that's possible ie to load the MP4 first in Safari.
Try using a Youtube Video Background Option which was added in Salient 8.0 .
