Unfortunately, this type of scroll effect is not available in the Salient Theme.
You may add the CSS code amending the selector to the element you would like to apply this to, to the Custom CSS Code section located by navigating to Salient>General Settings>CSS/Script Related>Custom CSS Code from your WordPress Dashboard.
You may add the JS Code to Salient>General Settings>CSS/Script Related> Google Analytics
