When I try to link to an external site via Button link on Nectar slider the theme adds "www.crm.se/ " before my external url. I am using "external-button-1" as Extra class on this slider so it does open in a new tab but why would it add my site before the external url?

You need to use http:// in the url for it to work correctly be it any link .

Unfortunately this doesn't help. All plugins deactivated but still getting the Forbidden message.

Unfortunately a new admin user does not help.

Just recently updated to latest WP and latest version of Salient. Still this permission problem. Any thoughts other than complete rebuild?
Check you php settings , also PHP 7.0.6 is causing issues so downgrade if you are on that .
You can verify your PHP configuration limits by installing a simple plugin called WordPress phpinfo http://wordpress.org/extend/plugins/wordpress-php-info/
