I have been having this issue on my new installs of salient. Within Text Block Settings the drop downs do not work for Headings or for Font Color. The arrow just fluctuates when clicked but no drop down so I have been coding manually.
Could you update the parent theme to the latest and also update the salient visual composer plugin. To update the plugin first update the theme. Then go into plugins, deactivate it and then delete it.
After that install and activate it under appearance \ install plugins. That should make sure you are using the latest version.
If that does not fix the issue then respond with temporary admin access - username password with admin privileges - and we will take a better look at this from the backend.

Could you see if the issue is because you are using an outdated version of the theme?
