I've got an issue trying to enable the "Move Dynamic/Custom CSS Into External Stylesheet" Option in the Theme Settings.
I'm using a child theme, the dynamic-combined.css file exists and it's writable, but when i enable the option some style elements are corrupted, like the fonts.
Could we have temporary admin access - username password with admin privileges - so that we can check this out on the backend with that option enable \ disabled.
We could not get the same effect on our test site. It maybe something wrong with the order in which the CSS is included on the page i.e. the dynamic CSS file with all the theme option styles is loaded before the other files and it causes the CSS in dynamic to be overridden and not take effect.
We logged in and toggling the - Move Dynamic/Custom CSS Into External Stylesheet? - option did not have the same effect as on the screenshots you provided i.e. the same font was kept and the custom heading text not showing i.e. below the - There for you, Documentation titles was showing correctly.
Its animated and will show when it comes into view. The site seem to work fine with and without the option selected.
Maybe we are missing something? Could you double check this from a browser with a clean cache.

But, as you can see in this SCREENSHOT, when the option is enabled the file is present in page source and populated by some code.
(I'm using a fresh site and your startup demo for this tests with a clean child theme)

You dont really need to use that option . Rather use Better WP Minfiy Plugin.
Try using the Optimization plugins recommended in this Article http://themenectar.com/docs/salient/performance-optimization-guide/ and check if that makes a difference .

yes it's working now. I updated my child theme yesterday with some changes. Maybe they have fixed this issue too.

i was wrong, the problem is not solved. At least not entirely.
The fonts now are ok, but the buttons don't inherit the accent color if the external css is on.

Sorry for the Delay . You can turn off the option for now and use Better WP Minify Plugin which will do the same .
Have noted to have the Developer look into this for upcoming updates.
