I found a solution myself, at least for displaying the Google Maps row on desktop. Just go to 'Page Full Screen Rows' and set 'Row Overflow' to 'Hide Extra Content' (see https://imgur.com/a/O6g5T).
As far as displaying the Google Maps row at 100% height on mobile concerns, I still don't know how to make that happen. Therefore I created a new ticket (#1362229). Please think with me on that one.

You seem to be using the Fullscreen Rows Option as well therefore the issue of the extra scroll.
Also try using the "Header Permanent Transparent" Option : http://prntscr.com/gyj1t2 .
