That weird , Could you try testing for a plugin conflict. You can do this by deactivating all third party plugins, and seeing if the problem remains. If it’s fixed, you’ll know a plugin caused the problem, and you can narrow down which one by reactivating them one at a time.
I checked all the plugins. No effect. Also I imported the settings from the working project. Still not working though. I will check with the logo file. Both are svg, but maybe it's a bout a height limit or whatsoever... I am on it.

You seem to have switched to the Material Skin in Salient Theme Options Panel -> General Settings.
The Header resize on Scroll feature only works with the Original Skin . You will have to turn it off if you wish to use the Material Skin.

Maybe it's not hard too fix this" Header Resize On Scroll" in general for the "Material Design" option.
That would be great and look cool.
