I have a row that is set as Full height row, set for content position bottom, and has a background image. Within that row I have another row that is divided into 2 columns that have content and background color. The background image is generally fine except when on mobile, since it tries to fill all the space of the stacked columns, and then you only see a little strip of it.
Is there CSS that can be uses to make another row on top of the bottom row with a background image in the column set to full height? That way more of the image will be available and a divider can be used to keep it open on mobile views.

Hey Again,
The only way possible is to create another row or columns for the Mobile View .
Please have a look at this Article :Hiding Rows on Mobile / Desktop in Visual Composer.
