Is there a way to animate the background like this website:

So the background of the row does a reveal in, then the images and text does various fade ins.

I have seen I can do the elements within a row to review in, as it is part of the animation for rows, but that doesn't include the background.  Is there a way to animate the background, or maybe another way to achieve similar types of animations?
