Parallax background image partially foiled by default background color

I am exasperated trying to figure this out. The default background color comes through at the top of my row (set to parallax=true; and given a class name so I could also set the margin-top:-60px because I didn't like the 60px strip which didn't seem to be affected by setting padding-top,) and I'm getting slightly different results with Firefox, Chrome, and Safari. I'm seeing what I want now with Safari and Firefox, but not Chrome. (And IE10 is totally another story, can't figure out why my entire layout is botched-up on a PC I checked it on; as if a stylesheet or three aren't getting called - that could possibly be the fault of that specific computer however; it's used by the public.) What I'm looking for, and what I thought I had achieved already, is that the pale version of the background image goes all the way to the top, and the content begins after a reasonable 40px or so of padding. Instead, I keep seeing a strip of default background color that stretches and then gives up after scrolling, with the background image finally making its appearance; even if I test various related elements by setting them to transparent !important. I can't figure it out. Thanks for checking it out, (the attached image is how Chrome is seeing it at the moment) Mitch
