I love the Salient theme. But one thing that I can't get my head around is how the font sizes work. I get that they are dynamic in relation to the browser size / mobile. BUT, they keep changing in relation to each other. Sometimes H1 is much larger than the nectar sub font but all of a sudden they switch when I resize the browser. Is there any guide or tutorial to how to think regarding the fonts? Or do I have to override everything with manual CSS?

So I can indeed see the subheader shrinking to 24px as your second screenshot shows, but I can't get it to do the massive jump shown in your previous screenshot:
Attached two screenshots to show one of the examples that I have an issue with. The browser is enlarged just a few pixels between the two examples.

The current behavior (going to 24px) looks to be about what it expected for that size. Did you already modify the css?
