I have a text element for which I'm trying to change the Border color and Background color in the Design Options tab of the Text Block Settings.

Even after I select "Save changes", the settings don't save, which I can see if I then reopen the Text Block Settings.  They also don't show up in the Preview or Updated website.
What to do?
