firstly let me say SALIENT is easily one of the best templates I have used so congratulations on the design and build of such a great piece of work.
i am in the middle of putting together our new site which will be using the theme and as part of it we were looking at doing something with the rollover states of the images of the buttons in our staff pages.
the effect we are trying to achieve can be found here:
is this something that can be incorporated within the current structure of the site? just now i can choose an image but can't really do anything else with it
if not and it requires additional custom coding how much would it cost in order to do this kind of thing?

Unfortunately this would indeed take some custom development as you know but we're swamped just keeping up with development/support we're unable to take on freelance gigs. However, someone at envato studio http://studio.envato.com/ will definitely be able to assist. I would check out that site and contact a developer to get a quote :)
