I have installed salient on a staging site while i create the website. once ready, I am planning to use all-in-one WP installer to import the website into a different installation of WP on a different (live) domain. Because users can only have one installation of a theme license active at one time, should I anticipate any issues since the theme would then be installed on both a staging domain and the live domain?

No there should be no such issue as long as you have the envato market plugin setup on the live site.
