I have figured out a somewhat acceptable workaround of adding a divider shortcode at the end of the column. The client can increase the number if the content does not flow correctly. However, if you have a more elegant solution, it will still be much appreciated.

As you can see at the link provided, if you open the second toggle it does not push the content down as per your demo.
Toggles appear to handle overflows correctly with 'Full Width Background', but not with 'Full Width Content'.
I have tried this with Smooth Scrolling On and Off.
Any thoughts?
Custom CSS would not be a good solution as the client will be changing content themselves over time.
