It really seems like CSS is cached heavily with the Salient's child theme. I've asked WordPress hosting to disable the cache on the dev environment, https://grahamwdev.wpengine.com and have disabled the plugins that cache and optimize and are using Chrome's inspector with caching disabled. I've also cleared history and cache in all browsers (desktop and mobile)
Styles seem to change for me in Chrome's inspector Element window but when I ftp the changes, they don't work.
Am I missing a setting or php that would make over riding the parent's CSS easier. The header area is the big culprit. Is this styled with javascript which could be making it tough to override CSS?

Hi
I'm having the same getting rid of caches for the header images and background colours for pages. Has there been any response to this?
