I have set up a blog on a page called "NEWS" and selected the option for the blog to display ALL categories. However when I visit the News page, the browser is completely blank.
Seems like there is a some sort of conflict. Could you please try deactivating third party plugins . Also try adding a blog page element on that page and keep the page template to default.
The NEWS page already has the blog short code inserted with default page setting selected. The only plug in that is activated is the standard Contact Form 7. I deactivated and retested the page and it still not displaying.

Its working now. If you have a blog shortcode in the page you dont have to set it via Settings -> Reading Options in the Dashboard.
