From the page it seem the first row you have enabled the full height row option. That makes the row occupy the entire screen on desktop.
The same behaviour is seen on mobile and that is why the row is still full height of the mobile screen. You can set the column position on the row setting to middle to move the content in your columns to the middle to make it look a bit better.
