This may be intentional behaviour as what follows happens with other settings, too, eg Visual Composer, and the opposite happens with Post Header Settings but can't see why people would want to be like this.
I check "Gallery Configuration" box in the Screen Options on the Add New Post page and the option shows up just under the text input box. But, if I navigate away, to Media/Library for example, and then go back to Add New Post the Gallery Configuration box is there for a second at most and then disappears. Going to Screen Options it is still checked. Unchecking and rechecking the option gets the Gallery Configuration input option back under the text input box again.
I want to hide the Screen Option menu from users but can't if I want them to have Gallery Configuration available to them as they will need access to it to keep rechecking the option box.
