The issue you seem to be having is a known Chrome Browser issue. Please deactivate the Nectar Slider Parallax option so the Row Parallax can work correctly. The image height should be about 1000px height.
Since its a browser bug only google can do something about it. We do not currently have any code to offer that would disable it in Chrome. Though this will be sorted in future updates. For now you will have to disable it i am afraid :( .

If it's not fixable can I deactivate the Row Parallax just in Chrome? It looks great in Firefox and IE.

I know it is possible as I have seen several sites with parallax that work in Chrome.
