so it now is a different problem, what is is, for example when dealing with an icon or an object like 'fancy unordered lists' the colors are limited, and there's no way to change colors other than the listed ones. the global link underneath takes to control panel which has no option to add colors as well

There is no such built in option available at the moment though you can use custom css as below.
Add this into the Custom CSS box located in your Salient Options panel (All custom css provided is tested in the Live Browser so it will work as intended . If you cant see any changes make sure there is no red cross in the Custom CSS Box as that syntax error would cause all css below it to not show up on the Frontend):

Since there was no way of doing that through only Salient elements, I downloaded Ninja Forms? - is there an also way to configure the css of the elements of the form to change like the background of the form to add shadow, change button colors etc? If so would you elaborate on how to go about that?
Try using the Popup Maker Plugin as we use that in one of our Ecommerce demos . Yes the form elements can be styled using css snippets . Let us know what you exactly need changed/added so i can write up the custom css for you .
