As far as I know that's a standard feature that there shouldn't even be a way to turn off from the admin panel options in WooCommerce - I would quickly pose this question on the WooCommerce forums to see if they can shed some light on possible reasons it might be missing.

I noticed that the demo site's checkout page has a section.
'Returning customer? Click here to login'.
Please see the attached screenshot, top is salient, bottom is mine.
My site doesn't have this functionality, am I missing an additional extension? Please advise, thanks!
