Copy header.php file from parent theme to child theme folder where the function.php file is located
The file header.php contains both head and body tags. You can easily identify when you open the file. Please try that option and let us know if any issue arises.

It would be great to have an option (within the theme) to add the additional code for Google Tag Manager after the opening <body> tag.
Is there an easy way to do this than manually via the header.php file in a child theme.
