We are looking to add a page with a simple Q&A type layout (for logged in users only). Very basic in that a logged in user can add a response to a paragraph of information just under that paragraph. (There could be several paragraphs on a page.) Is there a facility within Salient that would allow that or would we need to look at a third party plugin for that?

There is no inbuilt feature with such functionality. You will have to try third party plugin available out there.
