Prior to Salient 13 the text editor tools included the "paste as text" and "text color" icon among others. After Salient 13 some of those are not longer available on the text editor tools.
Thanks for getting back to me. Not sure if you looked at my previously attached screenshots. That icon you highlight is not there. Here is another screenshot of the full editor similar to the one you attached.
I have disabled all plugins other than the Salient ones just in case there was a plugin causing that but nothing.

Ok, this is weird. I decided to reinstall the theme just to make sure nothing was missing or anything and now those tools are back.
Not sure what was causing the issue but it was fix once re-installing the theme.
