I've selected a portfolio with 4 projects per page and have selected default pagination. The next page arrow shown underneath the 4 projects (near the bottom of the page link) just reloads the whole page and doesn't;t show the next 4 projects.
Could you try testing for a plugin conflict. You can do this by deactivating all third party plugins, and seeing if the problem remains. If it’s fixed, you’ll know a plugin caused the problem, and you can narrow down which one by reactivating them one at a time.

I tried that and couldn't see any difference, so I used the Recent Projects element instead, which does give the functionality to 'slide' horizontally with the navigation arrows. The only problem with this is that on first page load the row is really skinny - I've attached a screenshot - on page refresh the row displays with the correct height.
