I can't replicate the issue from my end. I have managed to download it on an android phone. Please try use an incognito window on your phone browser and see if you can manage to download.

Which Mobile are you testing this in as i just tested on my android device and the pdf seems to get downloaded correctly?. 

Are you able to replicate the issue on other Devices ?.
