With a dev implementation of Salient on an existing, populated Wordpress site*, the Settings > Reading Settings doesn't include the 'Your homepage displays' section.

But a fresh dev install of the same** does include this section.

* this instance has been upgraded from earlier versions (pre-Gutenberg) of Wordpress.

** this instance is fresh from the 5.7.3 installer.

Yes - if there is no Page published, then the Setting section is suppressed from display because there is nothing to select with it: Makes sense.
