Is there any way for the user to toggle the audio on/off for the row background video using a button?
If not, is there an alternative way to achieve such an effect where the full screen background video may have text elements on top, and a button which can switch the audio on/off on the video?

Hey Again,
I am afraid there is no such option available at the moment as the Video Backgrounds are meant to be used as repetitive design elements.
Try using a Video embed instead and use the Translate Options in the Row Settings to Overlap Text/content.
