Can you check with polylang first. There should be some interface \ boxes on the global section's edit page according to their documentation - https://polylang.pro/doc/multilingual-custom-post-types-and-taxonomies/ that should help with translating the sections over different language. At least that what we understand from the documentation.

I can not find information on how to add the footer in different languages.

this solved the issue. I was able to select Global Sections for translate by klicking a newley created check mark at their section.
