Those screenshot seem to be from our demos listed here https://themenectar.com/salient/#demos

Those animations are linked to those specific elements and they are not something that can be moved around different elements. One of the screenshots are buttons which you can add to your pages and configure to look like that screenshot.

What we can suggest as a starting point is maybe import one of the demos and build your site from there. The other is maybe use the layouts found in the salient studio which is a collection of premade templates you can add into a page. Then customize it with the available options to best fit you needs.
