To have the social icons with circles, you need to enable the "Material" skin as shown here :
Once you add the social icons from Salient > Footer they will be displayed above the copyright.

I already have my settings set up the way you have shown, with Theme Skin set to Material and my social links set up and working. However, the copyright line is still above the social icons without circles.
