Do you mind checking if the Footer is already listed in the global section by navigating to Global Sections? If so, click on the "Edit with WPBakery Page Builder" as shown below: In the page builder, add the icon element, ensure you set the prefered styles i.e Icon Style>Border basic (This gives a rounded border around the icon)

Try using the Icons element to add the social media icons.

This I can do only in pages. But Global sections is pure code. I want them exactly as I sent you. In circles and next to each other.
And if not this, I need to know how to set target="_blank" in global sections links.
