I have a client that would like a "night mode" option that changes the colors of the site, to something a little more easy on the eyes in the evening. From whites to darks.
I understand that the current theme is not setup to do this, but was hoping you might be able to recommend a developer who could possibly help us implement that? Or, if I need to find a developer on my own, what should I be asking for? Someone who knows CSS? Wordpress themes? Plain old HTML?

You would need someone who has WP development experience as this would require Php , JS and CSS mods to the theme.
