Even with everything disabled and no caching the problem exists, it is due to a CSS issue targeting the admin bar while logged in. The absolute positioning of the #header-outer container is wrong when viewing in tablet portrait view (768px):

Ever since I have updated to 6.0, I have noticed an issue in tablet portrait view while logged into the site, the header is not where it should be:
