Yeah, I've got all those settings dialed in right. It seems like you only get the animations the first time the page loads. After that it's static. Is there a way for the animations to continue to work every time you reveal that part of the page as you scroll up and down?
Is it possible the make various animations (drawn icons, fade in, etc.) persist after the initial page load?

The animations work when those elements are in view after the page has loaded.
If you have Page Transitions Turned On Please Switch the Animated Transition Method to "Standard" in Salient Theme Options -> Page Transition Section.
Also be sure to check/uncheck this Disable Fade Out On Click option : http://prntscr.com/8f3bj7
