Hey, I was going to open a ticket, but searched these first. I have the exact same issue. I cannot get parallax to work on a full width section. I've tried two sites with this theme and can't get it to work. I'm using 7.0.7 - new install.
I know I'm kind of threadjacking, so let me know if I need to open my own.
Just a follow up on this. I did a fresh install of WP and theme on local XAMPP and I had the same outcome - picture shows on full-width-section background, but parallax does not work.
One last thing I have found. If I view on mobile, the background does not use the width. What I get is a super pixelated, small part of the image. How can I fix that?
Hello, when i choose the nectar schortcut full width section and select the parralax bg option, it doesn't work please help me.

I have updated everything, and the parralax option still doens't work, the image shows up but the parralax function doesn't work.

Add this into the Custom CSS box located in your Salient Options panel (Make Sure there are no red cross in the Box) :
